Creating Sustainable Communities: community revised?

community revised?

Just a quick thought for the day...
Interesting to see the new government plans to facilitate community activity.
Just what does this suggest?
Community is a slippery concept, if community means relationship, then how can this be facilitated from outside as it is inherently self-driven? Is there not a danger of colluding with externally defined versions of community which by their very nature exclude other versions which can be perfectly valid and self-realising but not fit within the sanitised versions we might be offered as community from government? Something about it makes me uneasy, as yet I can't quite fathom out what that unease is about, but I'd welcome thoughts!
